What the omnibus changed — and what it didn't
In June 2026 the EU's Digital Omnibus rewrote Article 4: companies must now "take appropriate measures to support the development of AI literacy" rather than "ensure a sufficient level" of it. Some read that as relax. Read it again: the duty is alive, it has applied since February 2025, and "appropriate measures" is exactly the kind of phrase that gets tested against your documentation — in an audit, a procurement questionnaire, an incident investigation, or an insurance claim.
Meanwhile the rest of your obligations keep arriving on schedule: transparency duties (Article 50) from 2 August 2026, high-risk obligations from December 2027. Every one of them is easier to face with a documented literacy programme already on file. What companies lack isn't willingness — it's the scaffolding. This is the scaffolding.
